Joanne Apodaca

Ms. Apodaca is a dynamic leader, senior manager and problem solver with over 25 years demonstrated success in operations, strategic planning, human resources, organizational and logistical administration. A collaborative team builder, as well as an insightful analyst with superb communication skills, she is adept at communicating across the complete spectrum of organizational levels. Ms. Apodaca was nominated as President and CEO of Westport in 2014 and continues to lead a successful women-owned company.

Ms. Apodaca has guided Westport in delivering exceptional contract performance and customer satisfaction since inception. She has led the company in establishing and managing numerous complex and multi-year projects as a prime contractor, joint venture partner and subcontractor. Her leadership and vision have allowed the company to assist Westport’s clients achieve their goals with minimal risk and optimal efficiencies of internal and external resources.

As an executive and licensed general contractor, Mr. Apodaca has over 35 years of experience in the construction industry.  After having worked for several large companies in the greater Los Angeles area, Mr. Apodaca founded Westport Construction in 1987 and has completed hundreds of successful projects under his leadership. Mr. Apodaca is known as a visionary who leads with integrity and provides clear, hands on direction to our construction management teams. He offers a unique ability to solve problems creatively, while maintaining focus on project objectives and delivering exceptional service to our clients.  Mr. Apodaca is a member of the Southern California Building Industry Association and holds a contractor’s license in both the states of California and Nevada.

Jay Eastman

With over 30 years of construction industry experience, Mr. Eastman has an extensive background of overseeing and managing major projects throughout Southern California. Mr. Eastman has completed a wide variety of projects including custom single-family, private school buildings, institutional & apartment facilities, seismic remodels, R&D facilities, retail centers, restaurants, medical buildings, interior office building improvements and industrial parks. Mr. Eastman began his career in the construction industry with a family owned business and owned a general contracting company for 10 years. The variety of experiences gained within both the field and office enable Mr. Eastman to maintain a balanced approach to all aspects of each individual job. Mr. Eastman’s enthusiasm and construction knowledge make him a valuable asset to Westport and our clients.

George Cummings

George Cummings

Mr. Cummings has over 35 years of experience in construction and engineering and brings diverse skill sets to Westport.  As Vice President and Chief Strategy Officer, he is responsible for developing new and augmenting existing client relationships for government, military and business sector projects.

Prior projects to Mr. Cummings credit include: Angelus Plaza, 1,063 unit, 17-story senior living; North Valley Commerce Center, 7 buildings, 300,000 SF industrial complex; Howard Business Park, 4 buildings, 200,000 SF industrial complex; and Burbank Airport Commerce Center, 10 buildings, 500,000 SF industrial complex.

Robert Dauth

Mr. Dauth has over 20 years of multi-family, residential, and commercial construction experience.  As the Vice President of Pre-Construction, Mr. Dauth leads an integrated team that encompasses all aspects of the pre-construction process including estimating, value engineering, scheduling, and constructability review.  Mr. Dauth also has extensive prior developer experience in acquisition, entitlement and product development which ensures full understanding of the developer / general contractor relationship.

With over 12 years of construction experience, Mr. Gonzalez brings a well respected background managing concurrent multi-million dollar construction projects. As Project Executive, Mr. Gonzalez manages multiple phases of the construction process and oversees the performance of the project teams to ensure the on-time and high quality delivery of each project. His experience, communication skills, and project management ability enable highly effective interaction across all levels of management and field personnel. Mr. Gonzalez is also a Marine Corps Veteran and a member of the California Bureau of Real Estate.

As Compliance Officer, Ms. Zeoli has extensive experience working with HCIDLA, HUD, VA and various other city compliance requirements.  Ms. Zeoli oversees all of Westport’s subcontractors and sub-tiers on all projects to ensure job specific compliance goals are accomplished.  Ms. Zeoli monitors all relevant MBE / WBE, DVBE, and SBE documentation as well as Section 3 / Federal and local requirements.

As Safety Officer, Ms. Williams monitors workplace activities to ensure that workers comply with all company policies and government safety regulations.  Ms. Williams conducts job-site orientations, performs safety inspections, accident investigations, and works with superintendents to ensure any corrective actions are completed in a timely manner.

Westport views each project individually, knowing that no two are ever the same.  With our background in development, architecture, construction management and construction, Westport is able to understand the needs and agendas of all team members.  We have the ability to mediate between conflicting parties, presenting our issues in a professional manner while working towards the common goal of project success, keeping in mind others needs and desires.

Westport’s background and approach encourages creative problem solving, while being able to think outside the contractor’s box and present solutions that are satisfactory to all parties. 

Our approach is proactive rather than reactive.  We address potential problems that may impact other team members as well as those that impact us, offering guidance for the remediation of these issues rather than taking a hands off approach.  Our philosophy is that every issue that impacts a team member impacts the team as a whole.  The leadership role we assume is assertive rather than aggressive, with team success being its primary focus.

Integrity is the hallmark of Westport’s approach.  We deal with other team members openly and honestly, and expect the same of them.  Both our clients and our vendors seek to do repeat business with Westport because they have confidence knowing that they’ll be treated fairly.

Communication is of the essence in this regard, it needs to be both frequent and open.  Beyond contractually-obligated meetings and correspondence, we seek to sure that all critical issues are communicated clearly and timely, ensuring an appropriate response.  We do not hesitate to admit our mistakes, and expect the same of Westport’s team members.

Another measure of dedication is longevity.  In a volatile industry, many members of Westport’s staff have been with the firm for a number of years.

Our History

Founded in 1987, Westport Construction originally focused on the construction and remodeling of custom homes.  Utilizing his years of construction expertise and experience Ray Apodaca was able to deliver the highest quality work for his clients.  This eventually led to opportunities to pursue the construction of affordable housing and community services projects, which remains its main area of expertise to this day and allows us to contribute to the improvement of our communities in a direct and positive way.  Over the past 20 years, Westport has constructed more than 3,000 units of new or rehab affordable housing.

Following the ideals of Vision, Leadership, Integrity, and Dedication, Westport was able to transition into institutional and commercial work in 1993.  During this time, Westport constructed such structures as the Child Development Center at Pasadena City College, Ting Shao Kuang Art Gallery, and several World Savings Bank branches.  Today, Westport is actively expanding its activities, branching out into such sectors as government, military, and university work.

Safety

Westport’s commitment to safety is demonstrated through the creation of its Safety and OSHA Department. These individuals have been trained to OSHA Standards and work solely to ensure workplace safety. Regular jobsite inspections and weekly on-the-job training for all employees and subcontractors who work on Westport jobsites are only a small portion of this department’s role in safety.

SUSTAINABILITY

Westport believes that a commitment to green and sustainable business practices is vital not only for the present, but for future generations.  To achieve this, Westport has worked side by side with our clients to aim for the highest LEED certifications on all of our projects. On projects seeking LEED certification, Westport team members take the lead during construction to ensure maximum allowable points. On projects which do not actively seek sustainability certifications, Westport still leads by example by implementing best practices that have minimal negative impacts on the environment. In addition sustainable business practices, we provide all  employees the opportunity to access the tools and training to become LEED AP certified.

COMMUNITY RELATIONS

At Westport, we are dedicated to giving back to the community.  In fact, a majority of the work we perform directly benefits underprivileged individuals in search of transitional or permanent housing.  Westport works with a number of nonprofit organizations in the Los Angeles area such as SRO Housing, Skid Row Housing Trust, Los Angeles Housing Partnership, and East Los Angeles Community Corporation. Though we don’t advertise it, Westport and its individual employees also support local nonprofits through frequent contributions to fund-raising efforts. We also strongly encourage our employees to participate in the growth and development of their individual communities, and to be good and productive citizens.
